Case 1 - Handling of pod fault condition - OLT feeder failure.

Case 1 - Fiber connecting the Ethernet switch to the PON unit fails and the in-band management also fails

1. Ethernet switch reports: Loss of signal, port #
2. PON device reports: Loss of signal, port #, through out of band connection since the in-band connection would be out of service in this case
3. NEM reports: Loss of signal on switch port #, PON hardware feeder port #, service-affecting, and a list of customers affected by this condition
4. NEM information: Retrieve historical alarms from the previous hour, day, etc. to look for telltale signs of failure
5. NEM information: Retrieve historical syslogs from the previous hour, day, etc. to look for telltale signs of failure
6. NEM information: Retrieve configuration of the Ethernet switch port and also the PON hardware uplink port
