Add dynamic config support for interfaces

Includes the addition of filtering objectives dynamically for a previously configured port which was disabled at the time of config, but became enabled later.

Also obviously includes the addition of config to a port which may be disabled or enabled

Best to do it after VLAN changes come into config

Configuration fields considered includes ips, vlan-untagged, vlan-tagged, and vlan-native.
