Model policies for HippieOssServiceInstance handle_update are not always executed

      Description

      The HippieOss synchronizer is saving the model with:

      o.no_sync = True        
o.save(always_update_timestamp=True)

      This should force the "model_policy" for that model to be executed again, but this is not always happening.
