      Description

      We've proposed a new Service/ServiceInstance approach for compute services in support of Kubernetes. The OpenStack service should be revised to use this same design.

      It's expected this can be done in parallel with the existing implementation of the legacy OpenStack synchronizer, to preserve compatibility with M-CORD, etc.
