Add build targets for helm-charts on top of *kube scenarios

Add make targets to invoke `helm install` on a list of charts after installing kubernetes with the controlkube or preppedkube scenarios.

Determine where to place information information specific to the helm charts (such as images to pull/create)

Create values file that contains credentials/pki/etc. information.

Remove obsolete helm charts from platform-install
