Test build system targets are still recreated through devel and cleanup cycles

Create a test that runs makefile targets using a "dry run" method (change the actual commands to `echo` or similar).

Run through various combinations of build/teardown commands - for example, `make xos-teardown` then `make build` and make sure all the same milestones are re-created.

Also check that the same list of targets are run for a specific scenario, so changes to one scenario don't break another scenario.
