Migrate R-CORD Services from static to dynamic load

Each of these services is currently onboarded using corebuilder. They should be modified to be onboarded using the dynamic load system.

It's expected that this may be possible even before profile changes are complete, and can be done in parallel with platform reorganization tasks. Specifically, synchronizers attempt to onboard as soon as they start, and the current profiles bring up synchronizers automatically, so dynamic onboarding should occur automatically.
