Fault Tolerance for Dynamic Load

The dynamic load system should be tolerant of faults:

1) Rollback should be supported, external to the core, handled by the CMS

2) The core should provide useful feedback and/or event notification so the CMS can no when to rollback.

3) If broken models are loaded, the core may be unable to serve the data model, but should still provide feedback and the ability to load and/or unload models
