Config Module Design

Scoped to just rewriting XOS config module - replacing config module with a new config module, VOLTHA use YAML, whereas XOS uses Python. Should we use directory of config files vs. 1 file, so that we can just drop in config for new components. Directory requires precedence order and how to merge. Feel that there should be a proposed design - generalized to how does it get into container, how to log, etc…
