Update COMAC related synchronizers to running on XOS 3.0 and to generate their container images, automatically

For COMAC, we are using two specific synchronizers, (1) mcord-subscriber and (2) progran-synchronizer. The synchronizers were implemented based on XOS 2.0 not 3.0. As a result, even if we change synchronizer source codes, their synchronizer container images did not show up on Docker hub, automatically, i.e., CI/CD to generate new synchronizer images did not work. Thus, we have to update the synchronizers to automatically make new images and uploaded on Docker hub, automatically.
