Add resource limits in CDN-Local Helm chart to show computing resources on Grafana

      Description

      Currently, CDN-Local does not have resource limits, so Grafana cannot show this information on its dashboard. Thus, define resource limits, CPU and MEM, in the CDN-Local Helm chart for our monitoring.
