Change the helm chart for `mcord-setup` which defines SR-IOV

Current M-CORD Release Setup helm chart assumes that all network applications in M-CORD POD operate on the SR-IOV/VFIO option. However, the SR-IOV/VFIO option is running for the network application based on DPDK (like SPGW-U), not for the regular network applications. Normally, most network applications in M-CORD will be regular network applications (CDN). Thus, I will define one more network based on the SR-IOV/Netdevice option. Finally, the former is defined for the DPDK whereas the later is running for the regular network applications.
