Move logging specification from image creation time to deplolyment time

      Description

      The current voltha services specify fluentd as a logging mechanism. This mechanism is embedded in the code, hence any change to the logging spec requires a rebuilding of the image. We should, instead, let the deployer to specify the logging mechanism at deployment time.
