Ensure the datapath ID (DPID) is a mac address in voltha core

      Description

      Currently voltha generates a DPID (an incremental number) if an adapter does not provide a DPID when creating a logical device. This story will remove this default DPID generation and will fail the logical device creation if a DPID is not provided by the adapter. The DPID must be a MAC address.
