On performing olt reboot if parallelly during reboot olt adpter restarts for any exaptation then the logical device id creation fails at rw-core.

RCA - If the olt is rebooted and it has updated the state as rebooted to core and parallelly the OLT adapter goes for an restart then the reconcile gets triggered from core towards OLT adapter.  But since the transition state of core is changed from rebooted to reconciling as part of this transition it starts CreateLogicalDevice now as part of this function core makes a core towards olt adpter to get the device details but since the reconcile is not yet completed in the olt adapter it doesn't finds the device handler for that device and hence the logical device creation is failed at core and further reboot process is also failed.
