Figure out what node Permission denied manifested on
Also locate the culprit, voltctl installer may have created the config file.
Verify umask 0 or 022 was set at start of job run.
If voltctl did create the config file why are perms bad
- We can explicitly fix perms in the pipeline but the voltctl command should be doing that implictly.
- If perms are fixed by jenkins local dev builds will continue to be affected by it.
