      2) Job triggered, ran successfully (jenkins +1)

      3) Code review input

      4) +2 approval with merge

      5) Job triggered, failed due to VERSION file not being updated.

      Tough problem in general to solve but all failures should be reported and resolved prior to setup #4.  Checking for a non-dev VERSION file update at step 2 would help.  Not perfect because the file may change between steps 2 and 4 but this would catch some problems.

      Maybe step #5 could perform a pre-merge check job prior to final merge into master and acceptance.
