PMs not reported in multiple OLT tests on BBSIM

      Description

      Since 19th of April I see missing pm data with multiple olts (https://jenkins.opencord.org/view/All%20Jobs/job/periodic-voltha-multiple-olts-pm-data-test-bbsim/). The missing Pm data will be not sent to kafka by openonu go adapter. Issue is introduced after patch https://gerrit.opencord.org/c/voltha-openonu-adapter-go/+/32222 was merged.
