OMCI-lib-go: Support for Download Section request/response extended message set

      Description

      Add support for decode/serialization of the Extended Message format/set for software Download Section Request/Response.

      This can be used improve OMCI software download speeds.

      If possible, allow calling application to provide a byte slice instead of a fixed sized buffer as in the baseline message set.
