      Description

      With the test written for VOL-2054, I am seeing the following behavior for downstream traffic with pbit set.  For pbit 0, the ONU delivers untagged packets to RG.  For pbits 1-7, ONU delivers packets tagged with VLAN 0 and appropriate pbit value.   My understanding is that the ONU should handle pbit 0 in the same way as pbits 1-7.
