Bandwidth profile not enforced with BAL 3.4.3.3 and BAL3.4.7.5

With BAL 3.4 we are seeing failures with the TCP dataplane test across all QA pods.  This test uses iperf3 to validate that the bandwidth profile for a subscriber is received / enforced.  The tests show failures in enforcing the bandwidth profile in the downstream direction; for example, a 32Mbps profile may receive over 500Mbps throughput.

The issue seems to happen more frequently when there are multiple ONUs attached to the same PON port, but we've been able to reproduce it with only a single ONU attached to the OLT.
