UDP packet drops on Tucson pod

      Description

      We are seeing significant packet drops when running iperf3 UDP tests.  With a 1Gbps reservation we are seeing UDP 30% packets dropped when streaming at 500Mbps.  Losses are typically worse in the downstream direction.

      Inspection of the packet counters in the OLT seem to indicate that the packets are dropped between the NNI and PON port.
