back-to-back sanity test fails with multiple ONUs

      Description

      This patch introduced a regression whereby it is not possible to run back-to-back sanity tests on a system configured with 4 BBSim ONUs (2 ONU x 2 PON).

      Back-to-back sanity tests with a single ONU works.  The issue only seems to affect multiple ONUs.
