Deleting OLT device leaves ONU in DELETED state

      Description

      Sometimes deleting the OLT fails to clean up the ONUs in the device list:

      $ voltctl device list

      It looks like the frequency of this issue has increased from <10% to about 20% after this patch was merged:

      That is, it's not an entirely new problem but something about the above patch appears to have made it worse.
