on component start write current component log level to KV store if not set

When a component starts if the KV store does not contain an entry for the components log level the component should write its effective log level to the KV. The effective log level is that log level established via the command line options or a source code default in the component if no command-line option sets the value.

When starting, even if a global log level is set, the component should not assume the global log level setting, but use its effective log level and write it to the KV store if no setting exists.
