Garbage collection in KV store

The Voltha data is stored as a tree of KV in the KV Store. There is a mechanism in Voltha to clean up unused data. This mechanism is triggered whenever an object gets unreferenced. However, it does not look at the entire KV tree to search for child objects. A garbage collection mechanism is therefore required to prevent build up of unreferenced KV data in the KV store.
