Afrouter daemon core monitoring broken

The core monitoring on arouterd is broken. 
This is because the kafka initialization was broken and when kafka initialization fails, 
core monitoring is disabled in arouterd. 
This impacts device reconciliation from arouterd when a core is restarted so that it can load its devices back into memory from the model.
With kafka initialization broken in arouterd, there would be no core monitoring and hence no reconciliation of core devices on core restarts.
