Add a core-pair topic as a config parameter to the rw_Core

Each rw_core core-pair uses a unique topic when listening for events from kafka. This unique topic was to be set by the api-server after it pairs the cores. Now that the pairs are paired at deployment time then we will need to set the core-pair topic at deployment time.
