Need a way to archive/trim transaction history in voltha

As actions are taking in VOLTHA a transaction entry is added into etcd. It "appears" that this is an unbounded list. There needs to be a way to archive or trim this so that it doesn't continue to fill disk.

If there already exists tools for this in etcd, that is great and those should be used. This then might only become a documentation issue, but if not then tools (scripts) need to be developed.
