Where ONUs have differing capabilities in support of the Standard Range of Values per TC Layer Attributes:

The Resource Manager MUST be able to Query an ONUs and OLTs Capabilities and assign TC Layer Attributes within the ONU and OLT supported Range.
For example:
Consider two types of ONUs, one supports ONU ID range [0-255] and GEM Port [0-255, 1024-2048], another ONU supports ONU ID range [1 – 1020] and GEM ID [1-65535]
It should be possible to use an algorithm which takes into account the OLT Range of supported TC Layer attributes and the ONU supported Range and, for example, allocate from highest ONU/OLT supported Range value down to lowest, in this way preferentially assigning TC Layer values such that an ONU with a more restricted Range gets access to its more restricted Range Values before an ONU with a larger Range of supported values.
