Make automation-tools repo feature complete and tested

Get automation-tools repo to the point where it can solve most development automation problems.

1. Move items from previous platform-install, build, and similar that are going away

• imagebuilder
• playbooks for setting up network conf, certs, etc.

2. Testing on the scripts in automation-tools

• Test the kubespray deployment process we give to service providers
• Test for the openstack-helm deployment process
• End-to-end ping test on rcord-lite
• mcord testing with VM's on openstack-helm
